Ounces vs fluid ounces: they are not the same unit
An ounce measures weight, a fluid ounce measures volume, and they only coincide for water. Why "8 oz of chicken" and "8 oz of milk" are different kinds of quantity.

A recipe calls for 8 oz of cream cheese and 8 fl oz of milk. Same number, nearly the same word — completely different kinds of measurement. The first is a weight you would check on a scale; the second is a volume you would read off a measuring jug. Confusing them is one of the most common conversion errors in cooking, and the confusion is baked into the names.
Two different quantities
The ounce (oz) is a unit of weight — strictly, mass. One avoirdupois ounce is 28.35 grams. Sixteen of them make a pound.
The fluid ounce (fl oz) is a unit of volume — an amount of space. One US fluid ounce is 29.57 ml. Eight of them make a US cup.
The names are related for a historical reason: a fluid ounce was originally conceived as the volume occupied by one ounce of a particular liquid (wine in the English tradition, water in later rationalisations). For water, the correspondence still nearly holds — one US fluid ounce of water weighs about 1.04 oz. Close enough that the units feel interchangeable, which is exactly what makes them treacherous for everything that is not water.
Where it goes wrong
Density is the missing link. A fluid ounce of any substance weighs whatever that volume of the substance happens to weigh:

Honey is heavy: 8 fl oz of honey weighs about 12 oz. Flour is light and airy: 8 fl oz (one cup) weighs only about 4.4 oz. Treat “oz” and “fl oz” as interchangeable for honey or flour and you are off by 50% — not a rounding error, a ruined recipe.
How to tell which one a recipe means
American recipes lean on convention rather than precision, but the pattern is consistent:
- Solids sold by weight — meat, cheese, chocolate, butter, canned goods — “oz” means weight. “8 oz cream cheese” is the package weight.
- Pourable liquids — milk, water, stock, juice — “oz” almost always means fluid ounces, even when the “fl” is dropped, which it usually is.
- Cups of liquid are pure volume: 1 US cup = 8 US fl oz.
- UK recipes add a twist: the imperial fluid ounce is 28.41 ml, about 4% smaller than the US one, and an imperial pint is 20 fl oz where a US pint is 16. “A pint” is not one quantity either.
The give-away is the measuring instrument implied. If you would naturally reach for a scale, it is weight; a jug, volume.
Converting properly
Because the units measure different things, there is no single oz→fl oz conversion — every conversion has to pass through a density:
weight = volume × density
That is why generic unit converters keep weight and volume in separate categories: the unit converter will happily take ounces to grams (weight to weight, always exact: ×28.3495) or fluid ounces to millilitres (volume to volume: ×29.5735), but crossing between them is only meaningful for a named ingredient. The kitchen converter exists for the volume-to-volume cases cooks actually hit — cups to dl, tablespoons to ml, fl oz to cups — where no density is needed and the arithmetic is exact.
The one-line summary
Weight ounces measure how much stuff; fluid ounces measure how much space. They coincide for water, drift for milk and oil, and diverge wildly for honey and flour. When a conversion crosses that line, the ingredient — not the unit — decides the answer.
